BACKGROUND

Napa Special Investigations Bureau (NSIB) operates a multi-jurisdictional, countywide unit, to enforce controlled substance laws and reduce trafficking of controlled substances in the County. The primary mission of NSIB is to significantly diminish the availability and illegal use, sales and manufacturing of drugs in the City of Napa, City of St. Helena, City of Calistoga, City of American Canyon, Town of Yountville and County of Napa and to apprehend the responsible offenders, thereby increasing public safety.

NSIB relies on aerial transportation services, provided by A&P Helicopters, to conduct drug enforcement reconnaissance and operations in the remote areas of rural Napa County that are inaccessible by conventional or off-road vehicles. The costs associated with the A&P Helicopters agreement is funded through the Drug Enforcement Agency’s (DEA) Domestic Cannabis Eradication/Suppression Program (DCE/SP), which is a federal program that provides funding and resources to state and local law enforcement agencies to identify and eradicate illicit cannabis cultivation. Funding from this program has supported NSIB operations for the last 10 years.

Requested Action:

Approve and authorize Amendment No. 3 to Agreement No. 180111B with A&P Helicopters to extend the agreement through June 30, 2029, and revise the compensation rates with no increase to the maximum compensation per fiscal year.

Discretionary Justification:

Aerial reconnaissance, used to locate illicit operations, is needed to reach remote areas of the County, inaccessible by conventional or off-road vehicles.

Yes

Future fiscal impact:

All costs associated with this service are fully funded by the DEA DCE/SP Program. Funding for the expense and offsetting revenue is and will continue to be budgeted accordingly.

Consequences if not approved:

If not approved, NSIB would be unable to continue using this critical law enforcement tool to identify illicit operations in rural Napa County.
