BACKGROUND

Yountville Cross Road and Finnell Road will be rehabilitated as follows:

Yountville Cross Road milling, digouts, & overlay (1.6 miles):  The work will occur on Yountville Cross Road, from Silverado Trail to the Yountville town limit. The design consists of a 2.25-inch leveling course and 2.75-inch asphalt overlay, beginning at the intersection of Silverado Trail and extending to the limit of the Town of Yountville. Road preparations shall include 2.25 inches of milling outside floodways, and 6 inches of milling within floodways, where floodway areas shall add an additional inch of thickness of new asphalt. In addition to the milling, digouts shall occur locally, where required, with asphalt plugs where rutting and cracking failures cannot be prepared by milling. The Town of Yountville is also planning to rehabilitate the portion of this roadway within the town limits.

Finnell Road milling, digouts, crack sealing, & overlay (0.8 miles):  The work will occur on Finnell Road, from Yountville Cross Road to the Town of Yountville limit. The design consists of milling roughly 2 inches of depth on the roadway, placing paving fabric, then overlaying the roadway with 2.25-inches of hot mix asphalt, beginning at the intersection of Yountville Cross Road and extending to the Yountville town limit.

Oakville Cross Road was also evaluated to be included with this project package, but limited funding availability shifted the estimated start of construction to 2026. Therefore, it will be presented to the Board for approval, bidding authorization, and construction in the future.

The Project will improve both roads pavement condition to a renewed life span of approximately 20 years. The estimated total cost the Project is $3.5 million. The schedule for bid opening is set for the end of April, with a contract for construction scheduled for Board of Supervisors approval on May 7, 2024.

Staff will return to the Board of Supervisors to verify the above noted project budget estimates and award a construction contract once bids are opened.

Requested Actions:
1. Approval of plans and specifications for the “Measure T Yountville Cross Road, Finnell Road Paving Project,” RDS 24-10, and authorization to advertise for sealed bids and opening of the bids at a time, date, and location to be published by the Director of Public Works.

Where is it budgeted?

Fund 2040 - Subdivision 2040500 - Program 24024 (Measure T Oakville Cross Road, Yountville Cross Road, Finnell Road Paving Project, RDS 24-10). On January 9, 2024, the Board approved a budget transfer of $300,000 to fund design and engineering and creation of the Project. The project work will be funded by Measure T. A budget transfer for additional funding will be requested at the same time as award of the construction contract by the Board of Supervisors.

Discretionary Justification:

Staff has identified the proposed projects as needing improvements based on the Napa County Pavement Management Program. The proposed projects are in the 5 Year Road Repair plan adopted by the Board of Supervisors.

Is the general fund affected?

No

Future fiscal impact:

Construction of the projects is expected to be complete in the fiscal year 2024-25.

Consequences if not approved:

Bidding of these projects will not proceed and will move construction of the improvements to a later fiscal year. Other projects with outside County funding sources may be impacted as a result.

ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 1and Class 2: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act.
