BACKGROUND
The Department of Housing & Community Services administers the Napa County Proximity Workforce Housing Assistance Program (Program), which provides deferred-payment loans to assist eligible low-to-moderate-income homebuyers employed in Napa County with purchasing a primary residence near their place of employment. Under the current Board-approved Program Guidelines, qualified applicants may receive assistance of up to 16.5% of the purchase price of an eligible property.
The Auditor-Controller’s Office completed its annual compliance review of the Program for the period July 1, 2025, through June 30, 2026. During the review period, the Program approved and funded 25 loans totaling approximately $2.4 million, representing an increase of approximately $365,000, or 17%, from the prior year.
Internal Audit evaluated compliance with applicant eligibility and other key requirements established in the Board-approved Program Guidelines. All 25 loan recipients funded during the review period met the applicable eligibility requirements, with no exceptions identified, and Internal Audit concluded that the Program was administered in compliance with the Guidelines.
Action Requested: Accept and file the annual Compliance Review of the Proximity Workforce Housing Assistance Program for the period July 1, 2025 - June 30, 2026.
