SUBJECT: Capital Asset Purchase and Budget Transfer: Dell Network Server

RECOMMENDATION

Chief Information Officer and Sheriff request the following actions regarding replacement of a network server:
1. A waiver of competitive bidding requirements and sole source award to Dell Marketing LP of Pasadena, California for the purchase of a Dell PowerEdge R340 server in the amount of $6,980, pursuant to County Ordinance § 2.36.090;
2. Establishment of a capital asset in the amount of $6,980 for a Dell PowerEdge R340 server; and
3. Approval of a Budget Transfer increasing appropriations in the Information Technology Services budget in the amount of $6,980 with offsetting revenue from the Sheriff's Operations budget (4/5 vote required).

EXECUTIVE SUMMARY
Approval of today’s requested actions will allow Information Technology Services to purchase a replacement network server, establish the server as a capital asset, and approve a budgetary transfer to reimburse ITS for associated costs.

Discretionary Justification: |
Sheriff’s Office SOVideo3 network server has reached the end of its useful life cycle. Microsoft software support of the server’s Windows Server 2012 operating system will cease in 2023, making it obsolete. To continue to properly manage the data storage needs of the Sheriff’s Office, the purchase of a replacement server is required. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
The Sheriff’s Office SOVideo3 network server has reached the end of its extended service contract and useful life. In addition, SOVideo3’s operating system, Window Server 2012, will no longer be supported by Microsoft
next year. To continue to support the present and future data management & storage needs of the Sheriff’s Office, a replacement server is required.
Today’s requested action will allow Information Technology Services to purchase a Dell PowerEdge R340 server, establish it as a capital asset, and approve a budgetary transfer from the Sheriff’s Office to reimburse ITS for the purchase.
