BACKGROUND

County departments need temporary staffing services from time to time. To fill this need, a Request for Proposal (RFP) was released in September of 2021. Bolt Staffing Service, Inc., was one of the staffing agencies that was awarded a contract in April of 2022.

The contract allows Bolt Staffing Service, Inc., to provide temporary staffing services to various County departments, ensure that temporary staff do not exceed 90 days in an assignment as mandated by Government Code Section 31000.4, and have background checks conducted on temporary workers prior to the start of their assignment.

In June of 2024, the first contract amendment was approved by this Board to update the compensation rate to include a $0.50/hour Affordable Care Act charge and extend the contract term through June 30, 2025, with an automatic renewal for two additional fiscal years.

This second contract amendment increases the contract maximum from $100,000 to $200,000. Halfway through the fiscal year, contract usage was reviewed and approximately two-thirds had already been utilized. Approval of this second contract amendment will allow various County departments to continue to utilize temporary staffing services when necessary. All other terms remain in full force and effect.

Services are used on an as-needed basis and will be budgeted for accordingly by Human Resources, not to exceed $200,000 annually.

Consequences if not approved:

If the proposed contract amendment is not approved, the County will not be able to pay for services rendered or provide critical employment background checks for hiring departments.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 153798 (State CEQA Guidelines) and therefore CEQA is not applicable.
