BACKGROUND

Probation has contracted with Dr. Clementi for pre-employment psychological screening examination which is one of the required steps in the peace officer selection process. He meets all California Peace Officer Standards and Training (POST) requirements for psychologists who conduct pre-employment psychological evaluations and psychological fitness for duty evaluations. California Government Code 1031 requires peace officers to be of “good moral character” and free from any “emotional or mental condition which might adversely affect the exercise of powers”.

Under the Agreement, Dr. Clementi conducts psychological screening examinations at the County's request. The screening examinations consist of the following: 1) An extensive psychological testing of the candidate; 2) Mental status exam; and 3) Face-to-face clinical interview with a thorough report prepared for each evaluation. Each report includes a discussion of background issues, emotional or mental condition that may adversely affect the candidate's exercise of the job duties of an armed or unarmed officer, as well as an analysis of each candidate's psychological profile, learning style and suitability to be armed.

Requested Action:

Approve and authorize Amendment No. 1 to Agreement No. 220108B with Mark Clementi, PhD. to modify an increase in fees with no affect to the contract maximum, and to extend the term from July 1, 2024 through June 30, 2025 with two (2) automatic annual renewal to provide psychological evaluations, return to duty/fitness psychological evaluations, and critical incident stress debriefings for Probation Officers.

Future fiscal impact:

With the two-year automatic annual renewal through June 30, 2027, $15,000 will be budgeted accordingly in Probation’s budget (1420000).

Consequences if not approved:

Pre-employment psychological screening examinations are a mandatory step in the selection process of peace officer positions. Probation and HR does not have the resources or expertise to conduct such evaluations.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
