BACKGROUND

Napa County and the City of Napa (City) are coordinating a joint paving project on Redwood Road and Forest Drive. All of Forest Drive will be paved, and Redwood Road will be paved from Dry Creek Road, up to Mount Veeder Road (depending on available funding). The project limits on Redwood Road are approximately 4.0± miles, with approximately 3,450 ft (0.65± mile) owned by the City. The County maintains approximately 275 ft of Forest Drive, and the City maintains the remaining 1,365 ft.

In 2026, PG&E will be undergrounding their utility lines along a 1.12 mile span of Redwood Road within the County’s jurisdiction. Construction is scheduled to begin in March 2026 and is expected to be completed by the Fall of 2026. During this time, the County would prepare the design and provide a complete bid package to construct the paving improvements on Redwood Road and Forest Drive in the Summer of 2027.

The project will be funded using Local Transportation Tax Measure T/U funds. 

Requested Actions:
Approval of a Budget Amendment for the following (4/5 vote is required):
a. Create Project 26032 for the “Redwood Road Paving” project and increase appropriations in the Roads Fund (Fund 2040, Sub-Division 2040500) in account 52145-Engineer Services by $90,000, offset by transfer-in revenue from the Local Transportation Tax Measure T/U Non-Operating Special Revenue Fund; and
b Increase appropriations in the Local Transportation Tax Measure T/U Non-Operating Special Revenue Fund  (Fund 2440, Sub-Division 1220053) in account 56100-Transfers-out by $90,000, offset by use of its available fund balance.

Where is it budgeted?

Project 26032 will be funded by the Local Transportation Tax (T/U). This project was not budgeted as part of the annual budget process since Local Transportation Tax (T/U) revenues are received quarterly. Staff monitors the revenues and cash flow and once there’s sufficient cash, come to the Board to move forward with the project and establish the project budget.

Is it Mandatory or Discretionary?

Discretionary Justification:

Redwood Road and Forest Drive have poor pavement condition and require maintenance. Redwood Road is an important evacuation route and the undergrounding work from PG&E in the summer of 2026 will decrease the pavement condition index of the road. The requested budget transfer is for the design of road improvements, preparation of a complete bid package, and geotechnical testing and evaluation.

Is the general fund affected?

No

Future fiscal impact:

Design in fiscal year 2025-26 and 2026-27. Construction completion is expected by fiscal year 2027-28.

Consequences if not approved:

If not approved, Redwood Road and Forest Drive will continue to degrade and future repair and resurfacing work will be more costly if pavement rehabilitation and infrastructure improvements are not completed in a timely manner.

ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption  Class 1: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act.
