ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND
The Project is a major investment in the resilience of the City’s wetlands and trails infrastructure. It proposes raising some segments of the Bay Trail to improve its resilience to sea level rise as well as replacing culverts and weed management to improve habitat.
The proposed work includes raising a segment of the Bay Trail along Eucalyptus Drive west of Wetlands Edge Park. This segment of trail is on the boundary of the City’s and the Napa-Vallejo Waste Management Authority’s property. In addition, the Authority and ESA Environmental are in discussions of any possible synergies with the Authority’s intended levee raising on parts of the southern and western sides of the American Canyon Sanitary Landfill.
