RECOMMENDATION

title

Adoption of a Resolution to amend the Napa County City Selection Committee Rules and Regulations to add a provision to remove, or recommend the removal of, a city/town representative from an assigned board, commission, or agency appointment due to three or more unexcused meeting absences.

body

BACKGROUND AND DISCUSSION

The Rules and Regulations (Bylaws) currently do not have a mechanism to address a city/town representative’s unexcused absenteeism of board, commission, or agency meetings to which they are appointed by the City Selection Committee.  The proposed amendment to the Rules and Regulations would allow a City Selection Committee Member to raise the matter of unexcused absenteeism at a City Selection Committee meeting, at which time staff would review the underlying/affected board, commission, or committee laws, statutes, and bylaws to determine whether removal of the appointed city/town/representative is appropriate, or whether removal power rests with the affected board, commission, or agency.  If the power of removal rests with the associated board, commission, or agency, the City Selection Committee may choose to send a letter to the affected board, commission, or agency advising them of the absences and a recommended course of action.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
