EXECUTIVE SUMMARY

Staff are closely tracking the progress of approximately sixty bills through the California legislature. More bills of interest are likely to be identified in the coming weeks through individual research and referrals from State advocates and policy organizations such as CSAC and RCRC.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

BACKGROUND AND DISCUSSION

Friday, February 16, 2024 was the last day for members of the California Legislature to file bills for the 2024 session of the Legislature. They did so in significant volume: members of the Assembly filed 1,505 bills in 32 working days, representing an average of 18.8 bills per member, while members of the Senate filed 618 bills over the same period, representing an average of 15.5 bills per member. This is still less than in 2023, when the members of the Assembly filed 1771 bills and the Senate filed 891 bills.

Staff continue to work through the bills and have so far identified approximately sixty bills to track, which are listed in the attachments. Staff expect this number to rise significantly over the next several months through work with State advocates and statewide policy organizations such as RCRC, CSAC, CHEAC, CSSA, and CHBDA.
