RECOMMENDATION

title

Review and approval of amending the Napa County Assessment Appeals Board Local Rules pertaining to the electronic filing of Assessment Appeals Applications; the adoption of an annual meeting calendar; and greater discretion for remote hearings.

body

BACKGROUND

The Local Rules are periodically reviewed and amended to address specific functions and efficiencies pertaining to the processing of assessment appeals. Some previous amendments to the Local Rules pertained to allowing remote hearing attendance as a result of the COVID-19 pandemic, and the process to elect a Chair and Vice Chair.
Clerk of the Assessment Appeals Board staff is in the process of implementing an electronic filing system for Assessment Appeals Applications, which are currently submitted via hard copy with a wet signature. Staff and County Counsel recently reviewed the Local Rules and determined they needed to be updated to specifically allow for the electronic signing and submission of Assessment Appeals Applications; the timing of when the Assessment Appeals Board adopts their annual meeting calendar, which is modified to account for holidays; and providing the Clerk greater discretion to allow or deny remote hearings.
Upon today’s approval of the amended Local Rules, they will be presented at a future Board of Supervisors meeting for formal adoption.
