body
EXECUTIVE SUMMARY
The Authority retained the services of R3 Consultant Group ("R3") on September 14, 2023, to provide assistance in drafting and negotiating a new or extended contract with NROWS for continued operation of the Devlin Road Transfer Station. R3 was selected based on their expertise with solid waste management. On June 16, 2025, the Authority and R3 executed the first amendment to the Agreement to prepare a website for the Authority, which is ongoing.
Work on a new contract with NROWS is nearly finished, but there are some outstanding elements that need to be discussed or negotiated such as how to address a later completion date for the new Construction & Demolition Building than originally anticipated. The funding in the Agreement has been exhausted (except for funds designated for a new website), and the parties with to add $30,000 to the Agreement to complete the work on a new agreement with NROWS.
