SUBJECT: Approval of Quitclaim Deed for Recordable Memorandum of Agreement No. 7115-2 pertaining to Parrett Field (College Airport)

Director of Public Works requests authorization for the Chair to sign a Quitclaim Deed releasing the County's interest in and to Parrett Field (College Airport) as specified in the Recordable Memorandum of Agreement that terminated in March 2010.

EXECUTIVE SUMMARY
On August 19, 2008, the County entered into a Memorandum of Understanding (Agreement No. 7115-2) (MOU) for the purpose of working with Pacific Union College to determine the feasibility of the County potentially owning and/or operating the College Airport. Effective March 31, 2010 the agreement terminated per its terms. The approval and recordation of this Quitclaim Deed is requested by Placer Title Company to clarify that the MOU is no longer in effect.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
