EXECUTIVE SUMMARY
On March 23, 2021, Napa County Emergency Medical Services released a Request for Proposals (RFP). American Medical Response West (AMR) was the only entity to submit a proposal. On September 14, 2021, the Napa County Board of Supervisors approved a new agreement with AMR to provide exclusive emergency ambulance and non-emergency life support transport services throughout Napa County. In 2012, AMR was the recommended respondent to a RFP process for blood sample collection services in connection with law enforcement when an individual is suspected of being under the influence of alcohol or drugs at the time of arrest, and has been the provider of this services since 2012.

Today's recommended action is to approve Agreement No. 230097B with AMR, allowing the Napa County District Attorney's Office to continue to utilize AMR, the County's ambulance provider, for blood sample collection services, with an annual maximum of $80,000, for the term July 1, 2022 through June 30, 2027.
