Adoption of a Resolution to amend the Napa County City Selection Committee Rules and Regulations to revise the regular meeting time of 1:15 PM to 10:00 AM or as soon thereafter immediately following the January, April, and June meetings of the Napa County Flood Control and Water Conservation District, and to revise the election of Chairperson and Vice Chairperson from the June meeting to the January meeting of the Committee.

BACKGROUND AND DISCUSSION
The Committee has regularly met in January, April, and June concurrent with scheduled meetings of the Napa County Flood Control and Water Conservation during those months. On December 19, 2023, the Flood Control District revised their bylaws to reflect regular meetings to be held once a month instead of on the first Tuesday of the month and per an adopted meeting calendar that conforms to the meeting calendar of the Napa County Board of Supervisors. Per the Flood Control District's adopted 2024 meeting calendar, their regular meetings will be held on Tuesdays at 9:00 AM and opposite the Board of Supervisors' meeting dates. The Committee will continue to meet concurrent with regular meetings of the Flood Control District during the aforementioned months but at 10:00 AM or as soon thereafter.
Additionally, the election of officers of the Committee has traditionally occurred during their June meeting. However, if a Member is in line to be elected as the Chairperson or Vice Chairperson per the rotation schedule, but their term of elected office is ending during the same calendar year, this would require the Committee to ratify the newly-elected official as the Chairperson or Vice Chairperson in January or a subs...
